Αυτή η απόφαση ωστόσο δεν έχει εφαρμοστεί, καθώς όλοι οι Αμερικανοί πρόεδροι χρησιμοποιούσαν τη ρήτρα παρέκκλισης –μια διάταξη που τους επιτρέπει να αναβάλλουν την εν λόγω απόφαση–, διαμηνύοντας ότι το θέμα της Ιερουσαλήμ πρέπει να επιλυθεί στο πλαίσιο μια τελικής διαπραγμάτευσης μεταξύ Ισραήλ και Παλαιστινίων. Γιατί όμως ο Τραμπ σπάει αυτό το consensus;

Yapp, The Near East since the First World War: Α History to 1995, εκδ.

Donald Trump Doesn’t Understand What’s Happening in Iran

The Atlantic

The president’s tweets about the recent protests are misleading and dangerous to protesters.

The protests that have rattled Iran this weekend are in many ways an echo of the near past. In the summer of 2009, millions of Iranians took to the streets to protest the reelection of President Mahmoud Ahmadinejad, whose rhetoric and policies had isolated their country for four years.

The opposition believed his reelection victory was fraudulent. They chanted slogans demanding a recount of the votes. Others denounced the regime and its highest authority, Supreme Leader Ayatollah Khamenei. Hardliners and security forces confronted the crowds with anti-riot gear and harsh condemnation, often labeling them agents of foreign powers. It was a huge moment and seemed, at the time, to portend an irreversible shift in geopolitics.

But the protests, now known as the Green Movement, died out after a few months. Some protesters left the country, others were arrested or killed. Mostly, they went back to their daily lives.

Now, Iran is experiencing the first large-scale unrests since the Green Movement faded. Since then, Iranians tackled their challenges at the ballot box rather than on the streets—in two presidential elections, both won by the moderate Hassan Rouhani; and in two parliamentary elections leading to the country’s legislative body being populated by more moderates and reformists. But familiar difficulties have returned. With the controversial nuclear deal—between Tehran and world powers, including the United States—failing to deliver economic recovery for the masses, many were starting to feel restless once again. In the weeks prior to the demonstrations, Iranians were complaining about the price of basic food items. Memes surfaced on social media, poking fun at the price of eggs.

Now that frustrations have spilled into the streets, the scene is reminiscent of what took place in Iran nine years ago. Some of the slogans chanted by protesters are identical. “Bullets, tanks, and Basijis are no longer effective,” “referendum, referendum, this is the people’s slogan,” and “death to the dictator” are among those recycled chants. Young protesters are again covering their faces to bring down and burn effigies of Khamenei. And just like in 2009, both protesters and security forces are attempting to leverage social media for their benefit. The apps Telegram and Instagram have been temporarily restricted by the Iranian government amid this week’s protests, the BBC reported.

Key figures within the regime have stepped in to take sides, with Rouhani calling on the regime to provide the protesters with a platform and to hear their voice. The protests, Rouhani explained in an appearance on state TV, aren’t simply about the economy but also transparency and corruption. At the same time, hardliners blame Rouhani for focusing his attention on building ties with the West and implementing the nuclear deal, instead of providing for his people. But as the world watches Iran, it’s paying attention to the United States, too.

What America says and does will have a large impact on what happens next.

Since the demonstrations started, President Trump has taken to Twitter on multiple occasions to comment. “The world is watching!” he tweeted on Friday. And also, “the good people of Iran want change, and, other than the vast military power of the United States, that Iran’s people are what their leaders fear the most.”

In one tweet, the president included a link to a video of his speech at the UN General Assembly in September, which was largely criticized by Iranians of all political persuasions as belligerent and disrespectful.

Then, on New Year’s eve, using language similar to his tweets about domestic matters, the President seemed to praise the protests, calling them “big,” and noting that “the people are finally getting wise as to how their money and wealth is being stolen and squandered on terrorism. Looks like they will not take it any longer.”

It isn’t surprising that Iran has captured Trump’s attention. After all, over the course of his first year in office, he has made it clear that the Islamic Republic holds an important place in his foreign policy agenda. And he’s undertaken to undo his predecessor’s nuclear deal with Tehran, removing the “carrots” from the “sticks and carrots” policy, and formulating an approach based exclusively on harsh rhetoric, threats, and coercion. But the president’s tweets are misleading and counterproductive.

Iranians aren’t “finally” waking up and “getting wise,” as Trump suggests. Instead, Iran has a dynamic and active civil society, which has created and embraced opportunities for reformation and progress for decades. From active participation in elections to various reform and protest movements, Iranians have tried to make their voices heard. Starting in the early 1900s, Iranians—then still known as Persians—fought for representation, accountability, and transparency. Later, various movements sought freedom and opportunities—including since the 1979 revolution. And many Iranians have paid for these ideals with their lives.

Unlike what President Trump suggests, the protests aren’t about Iran’s broader behavior and foreign policy. And they’re not about the regime’s support for terrorism. This isn’t to say that Iranians endorse their leadership’s positions, but that their main concern lies in the price of day-to-day items and goods, such as poultry and eggs, as well as unemployment and access to services.

The president’s tweets suggest he barely understands the country he’s repeatedly demonized. This is troublesome given how much influence he has on what happens next. The Trump administration has toughened America’s stance on Iran. Former National Security Advisor Michael Flynn put Tehran “on notice” during his brief tenure in the early days of the administration. And administration officials haven’t shied away from flirting with regime change as a tool of U.S. policy toward Iran, with Secretary of State Rex Tillerson admitting to viewing the support of “elements” within the country seeking a “peaceful” transition of power as an option.

But far from empowering the Iranian people, the Trump administration’s response to the protests serves to undermine their efforts. In 2009, upon request from the U.S. government, Twitter delayed a temporary shutdown to allow Iranians to use the platform for organization and communication. Today, the Trump administration should similarly work with social media platforms and media outlets to facilitate the flow of communication into and out of the country.

While, in principle, the protests can spark a more large-scale movement and deep change, they aren’t likely to do so. The appetite for fundamental power transition is simply lacking in Iran given the lack of viable alternatives and the fizzling out of the Arab Spring. Already in 2009, the protesters weren’t calling for regime change but reform. Today, unlike the Green Movement, the protesters aren’t organized and cohesive. And while earlier protesters had leaders to rally around and clear objectives to pursue, today’s protesters have neither.

Indeed, in summer 2009, at the peak of the Green Movement, I frequently heard from Iranians who’d decided to stay at home—despite opposing Ahmadinejad and viewing his reelection as fraudulent—that they didn’t want to provide the Americans with ammunition to attack their country. Today, hardliners are already trying to label protesters as foreign agents, as they did in 2009. And if Washington is viewed as actively interfering in Iranian affairs, it’ll at best deter Iranians from joining the movement and making their voices heard, and will at worst help the hardliners, undermine the protesters, and facilitate the crackdown against them.

The fleshy face I am gazing into seems irritable, but perhaps it’s just exhaustion. It belongs to a mustachioed man who just a few seconds ago was leaning against the barbed-wire fence and sleeping while standing. Now, he is awake. He looks at the documents in his hand and I am certain that he has no idea what he is actually reading. He looks at me and then at my driver, who seems worried. Perhaps because he is also thinking that this is the end of the road for us.

Germany, just a few days earlier: Panic begins to spread among the scientists belonging to expedition AT37-06. Donald Trump has been elected the next president of the United States, but that’s not it – or is it? Practically overnight, the Mexican government has introduced a new, special visa for all participants of U.S. research trips, without which apparently nothing can be done. Hectic crisis meetings result and many are concerned that it is way too late to get an appointment at the Mexican Embassy. It looks as though the expedition could be over before it has even begun.

NOTE:

I’m still at the entrance to the port and the security guard is uncertain. He takes a final look at my emergency visa and the document that lists all of my photography equipment. He then growls something into his radio, opens the door and heads back to where he had been napping. I walk down the quay and, loaded down with my tripod, camera backpack and suitcase, I board the R/V Atlantis. For the next three weeks, the ship will be my home and my office. All of the scientists make it on board as well, but the next problem soon crops up. Things have become more complicated at the Port of Manzanillo since the Navy took over command:

“Not all that bad for Mexico,” says Andreas Teske, of Germany. The smile on his face seems a bit forced when asked if everything is going according to plan.

Lead scientist Teske

“After all, we all managed to get here alive.” The lead scientist seems unperturbed, even if the research trip – following years of preparation – is facing premature failure. His gaze shifts to the bow of the ship where three containers are anchored to the deck. One of them bears the blue-and-white logo of the Woods Hole Oceanographic Institution, one of the most important oceanographic institutions in the world.

Two additional containers were supposed to be there as well, full of equipment that is virtually indispensable for the microbiologists on board – supplies such as laboratory clothing, technical devices and chemicals like ethanol, hydrochloric acid and sodium hydroxide. Without the equipment, virtually nothing can be done in the ship’s onboard laboratories. Nobody knows why the containers haven’t yet been released by customs officials, but one thing is certain: With every additional second in port, the expedition is wasting money. The trip is costing U.S. taxpayers $150,000 per day. Teske still believes that everything will turn out fine, but the containers never do end up reaching the ship. The crew can’t wait any longer and Teske decides that he’ll have to make do without the equipment. Somehow.

For the next two-and-a-half weeks, the Atlantis will now be on the high seas, first heading for the Guaymas Basin in the Gulf of California before then crisscrossing the gulf in search of hydrothermal vents, underwater hot springs that provide some of the most unique habitats on our planet. It will be a dream-come-true for many of the 18 scientists on board, even if they won’t be able to spend much time enjoying the warm climate, the sun and the sea breeze on the surface. Night after night, they will be working in the ship’s three laboratories and sleeping through the day. They will handle rare rock samples and examine deep-sea creatures pulled up from the depths, including crustaceans, bizarre tube worms and flocculent orange and yellow microbial mats. And mud. Kilos and kilos of dark-brown, slimy, stinky mud.

They will also, though, be able to do something extreme, something that only very few people have ever experienced. They will meet the rock star of the deep sea, who will take them for a dive down to the cold, black depths thousands of meters beneath the surface of the gulf – to places never before visited by humans, separated from the inhospitable deep-sea environment by just a few centimeters of titanium. They will dive down to the ocean floor with Alvin. Alvin?

NOTE:

I move into a cabin measuring not quite nine square meters (95 square feet), which I am sharing with microbiologist John Paul Balmonte. We get along well, but see each other increasingly rarely as the journey goes on. When I get up shortly before sunrise, he is usually collapsing into his bed in exhaustion. JP will be the first to dive down to the sea floor and it’s obvious that he’s excited about it.

Before the dives can begin, everyone must take part in a safety training session in the Alvin hangar. What should the scientists do if there is a fire onboard the submarine, 2,000 meters below the surface? What happens if it runs out of oxygen or if the pilot loses consciousness? On the sea floor, the Alvinauts are on their own. Training creates a sense of security; panic, in the worst case, can lead to a catastrophe. JP climbs through Alvin’s hatch and into the submersible, which is so important to the expedition’s success:

NOTE:

I climb clumsily out of the belly of the submersible with mixed feelings. It was more comfortable than I had thought it would be, almost cozy. But “safe” is not an adjective I would use to describe it. How much can a one-hour crash-course in safety really help if water starts pouring in? In such a moment, who would first grab for the manual? Why the hell do people want to dive down thousands of meters in the first place?

“Deep-sea diving is like driving a bus,” mumbles Pat Hickey, in a foul mood as usual. Having made more than 680 dives, he is the most experienced of all Alvin pilots, a hardened professional. For the younger ones, everything is much more exciting. They are hungry, ambitious, it’s everything to them. Becoming a pilot requires years of training in addition to exceptional technical and mental abilities, not to mention assertiveness. Some never make it. The training dives are few and far between and competition among pilots during training is immense, even if nobody wants to admit it openly. But as soon as a few drinks are served back at port and the mood shifts, the accumulated frustration bursts out of some of them.

Jefferson Grau has all of that behind him. He is one of the three fully trained pilots who will take shifts at the helm of the submersible during our trip. When he’s not in the pilot’s seat, he’s making repairs to the vessel or leading the team responsible for launching and recovering Alvin. He can almost always be found with a book in his hands, the very picture of calm – exactly the kind of person you want at the controls when you’re in a tiny space facing an extreme situation. To this point, Jeff has completed 21 dives. A bus driver already?

NOTE:

A deep blare booms across the Gulf of California and I’m startled out of my thoughts. It is December 12, just before 8 a.m. It’s time.

The signal is from the ship’s horn and it means: Climb aboard, time to dive! For the scientists, it is their last chance to change their minds. But their scientific curiosity is stronger. Andreas Teske and John Paul Balmonte follow each other onto the ramp leading to Alvin’s hatch. Shoes off, a last wave and then the submersible is bolted shut from the inside. There’s no going back.

The shopping list is long. The plan for today’s excursion includes examining previously located hydrothermal vents and extracting sediment cores, measuring temperatures, taking water samples, collecting tube worms and other sea creatures and gathering microbial mats. And, of course, mapping unknown terrain, places that no person has ever seen before. It is a tight schedule, time is short and the deep sea is unpredictable.

NOTE:

I spend a couple more minutes staring at the sea, which just swallowed up three people. Meanwhile, things calm down on the Atlantis and I use the time to look around the ship a bit. I stroll across the main deck and through the laboratories and common rooms.

The Atlantis belongs to the U.S. Navy and is about 84 meters (274 feet) long. It is neither particularly beautiful nor especially comfortable, but it is tough and powerful. There is no comparison to luxurious research ships like the famous German vessels Sonne and Polarstern, which have saunas for relaxing and bars where passengers and crew can grab a drink after hours.

Steve, the chief engineer, works in the engine room. “This really isn’t an exceptional ship, not even for an engineer,” he says. “The only unusual thing about it is the A-frame, the crane that we use to launch and recover Alvin. It is under the supervision of the U.S. Navy and they are very, very strict about everything.” Steve has been going to sea for more than 40 years and has a lot of stories to tell. Stories about solidarity and team spirit, about the struggle for survival and about death:

NOTE:

I think for a long time about what Steve told me. About his description of the special kind of cohesion on board and the feeling of having a second family. A feeling that you can likely only truly understand if you’ve spent a long time at sea yourself. Maybe too long. Two-and-a-half weeks isn’t enough. I return to my cabin with my tripod and camera to take a look at the video material I have shot.

NOTE:

The loud blaring of the ship’s horn pulls me away from my screen. It is shortly after 4 p.m. and they have resurfaced. I grab my equipment and get into position to film the arrival of the Alvinauts:

From now on, the daily routine is set. Samples are catalogued and analyzed overnight in the laboratories while the scientists sleep during the day. In the evenings, they wait for the arrival of Alvin before eagerly tackling the new samples – and the cycle starts anew. It’s the daily rhythm onboard the Atlantis:

Alexander Epp / DER SPIEGEL

Sentry is launched. The autonomous submersible maps the sea floor and scouts out sites that may be of interest for Alvin.

NOTE:

At some point, everything becomes routine. You’ve shot all the important video and interviewed most of the people. And I find some time to enjoy life at sea. The murmur of the ocean, the sunsets, the way the seats rock in the ship’s cinema as I watch “The Fountain” and “Into the Wild.” Ultimately, though, it’s hard not to start thinking that the world outside keeps on turning without you. It’s Christmas, probably the most difficult time to be away from home, not for everyone but certainly for a lot of people. The few Christmas decorations that have been put up don’t help much. It feels like most of the crew are doing all they can to nip any atmosphere of celebration on board in the bud. As a result, the holidays are just like normal days. There’s no goose, no singing, no games, no spending time together.

It’s an unusual way of life that seems to suit some people perfectly. Like Steve, the head engineer. He doesn’t whip out his smartphone the minute land is in sight hoping to catch a signal to get those WhatsApp and Facebook messages instead of being forced to rely on the ship’s torturously slow internet connection – though at least it has one. Steve, by contrast, always seems calm and centered.

But for others on board, the romance of being at sea eventually descends into melancholy, the next evolutionary step toward loneliness. The researchers are only on board the ship for three weeks, but the crew are away from their homes for months on end. They’re missing their children growing up, their friends splitting up and falling in love with someone new. How do they cope? And why do they do it?

NOTIZ:

Day six at sea. Finally, it’s my turn. I’m joining dive No. 4863, together with marine biologist Javier Caraveo-Patiño. It’s going to be one of the longest dives of the expedition. We’re starting first thing in the morning:

Charles L. Glaser και Rosemary A. Kelanic

Ηerodote

PHILIPPE PORTIER ET ALAIN DIECKHOFF HORS-SÉRIE N°113 Alternatives Economique

Nouvelles expressions

E.U. Hoped Balkan Border Deal Would Be Model for Peace. Then It Collapsed.

This was supposed to be the year in which Slovenia and Croatia, members of the European Union and NATO, triumphantly ended a 26-year border dispute after an international court ruling in June. But it was not to be.

Slovenia backed the deal, but Croatia had already dropped out of arbitration, accusing Slovenia of breaching the process. The court gave the two countries six months to review the decision and prepare to carry it out.

The deadline expired on Friday.

The collapse of the agreement has left the European Union rattled and more than a little concerned, since it had aimed to use it as a model of amicable conflict resolution for the rest of the Western Balkan countries seeking to join.

Brussels, which had a tense 2017 because of the negotiations over Britain’s exit from the bloc, may be in for a far more difficult 2018, with long-running border disputes on the continent’s volatile southeastern flank.

Here is a look at the Slovenia-Croatia dispute and what’s at stake for the region, and the European Union.

War and Independence

The border row is rooted in the breakup of Yugoslavia in 1991. That year, Slovenia and Croatia were the first of the former Yugoslav republics to declare independence as the others became engulfed in war.

In 1992, the Arbitration Commission of the Peace Conference on Yugoslavia decided that the unmarked boundaries among the newly formed states — Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia and Slovenia — should become their international borders.

Slovenia and Croatia tried to formalize their maritime and land boundaries in bilateral talks, but could not agree where each country began and ended. After Slovenia joined the European Union in 2004, it blocked Croatia’s accession for years because it would not compromise on the borders.

In 2009, Slovenia lifted the blockade after Croatia agreed to let an arbitration court decide the dispute. That paved the way for Croatia to become a member of the bloc in 2013.

Final Decision, No Appeal

At the center of the dispute are 7.3 square miles of maritime territory in the Bay of Piran in the northern Adriatic Sea. Croatia claims half of the bay.

Also disputed is a 416-mile stretch of land along the Slovene-Croatian border that forms the southern frontier of Europe’s Schengen area, where passport-free travel is possible. Croatia is not a member of the Schengen Treaty. But Slovenia, which is, erected a razor-wire fence along that border in 2015 to stem the flow of migrants.

A tribunal in The Hague issued a unanimous decision on June 29, awarding most of the contested waters in the bay to Slovenia. Most crucially, it granted the Alpine country of two million people direct access to international waters via a 10-nautical-mile corridor.

Croatia was awarded contested areas along three rivers in the southeast — Dragonja, Kupa and Mura — as well as territory on a mountain peak called Sveta Gera in Croatia and Trdinov Vrh in Slovenia. The tribunal’s judgment was final, and there is no appeal.

After the ruling, Frans Timmermans, a senior vice president of the European Commission, the European Union’s administrative arm, said, “The commission takes good note of the final award and expects both parties to implement it.”

Slovenia accepted the ruling, but Croatia refused. In 2015, the Zagreb government withdrew from arbitration, citing irreversible damage to the process after an intercepted phone conversation between a lawyer for the Slovene government and an arbiter at the tribunal discussing the case was leaked to the news media.

Slovenia acknowledged the violation, and the Court of Arbitration ruled in 2016 that the leaked call was not enough to force the tribunal to abandon its deliberations.

Since the June ruling, Prime Minister Miro Cerar of Slovenia and Prime Minister Andrej Plenkovic of Croatia have met nine times, with Croatia refusing to change its mind. At their last meeting, in Zagreb on Dec. 19, Mr. Plenkovic reiterated that though the court decision was not binding for his government, it was willing to resolve border issues with its northern neighbor in bilateral talks.

A ‘Crucial Year’

The feud underlines the persistent, deep mistrust among the countries on the edge of the European Union stemming from the wars of the 1990s.

“The European Union underestimated the heavy burden of the past attached to this border dispute and all others in the region,” said Klemen Groselj, a security analyst in Slovenia. “History and current political reality within these countries can defy geography.”

The dispute worries European officials, who are trying to maintain a fragile peace in the Balkans. The European Union had hoped the scarred region had been wrested from the grasp of militant nationalism via funds for reconstruction and a prospect of European integration after democratic reforms.

But the Slovenia-Croatia row is a sign that the nations may be unable to shed troublesome habits, including unending quarrels and threats of unrest.

European officials had considered the new year an important marker to restart its expansion to the Western Balkan countries that have been stuck in the bloc’s waiting room for much of the past decade. The aspiring candidates include Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro and Serbia, along with Albania.

The European Union is also looking to the Western Balkans to fortify the bloc’s external borders by asserting better control of their own frontiers to manage future migrant flows from the south.

Brussels also wants to re-engage the region to fend off the growing influence of Russia, Turkey and China. But various border disputes continue to simmer in the region.

Other Territorial Battles

Croatia vs. Serbia

Photo

Croatia has a border dispute with each of its neighbors, except Hungary. The most contentious quarrel is over where its national territory ends and Serbia’s begins along a 201-mile stretch of land near the Danube River.

The two countries fought a war in the 1990s and remain bitter rivals. The central question: Does the border run down the middle of the Danube, as Serbia says, or along an old cadastral route, as Croatia claims?

Serbia has been a front-runner in the Western Balkan race for European integration. But as a full member, Croatia can block or delay Serbia’s accession.

Bosnia and Herzegovina vs. Serbia and Croatia

Before ethnic conflict flared in the 1990s between Serbs and Bosniacs in Bosnia and Herzegovina, and before ethnic Croats turned on Bosniacs, the country’s independence had been recognized with its international borders.

But the country was sliced up to end the war. The Dayton peace accord divided it into two entities: one dominated by Serbs and the other shared by Croats and Bosniacs in a federation that was further divided into 10 cantons.

Croats have been itching to break up from the federation and, like the Serbs, have their own entity, including part of the city of Mostar.

The Bosnian Serbs and the leader of their autonomous region, Milorad Dodik, support the quest. Mr. Dodik has consistently undermined the Bosnian courts and other state institutions in Sarajevo to gain more autonomy for his region.

Separately, Croatia has a dispute with Bosnia in the Adriatic Sea.

Bosnia is far from joining the European Union, and failed to fill out a questionnaire that the bloc uses to assess whether a country meets the requirements for joining.

Serbia vs. Kosovo

Photo

Kosovo, too, is far from being integrated into the European Union, given that several member nations do not recognize it as a sovereign state. Serbia, which relinquished control of the predominantly ethnic Albanian province after a NATO bombing campaign 18 years ago, does not recognize Kosovo’s independence.

Several thousand troops, including from the United States, remain in Kosovo and patrol the nation’s borders. The Serbian government in Belgrade, meanwhile, has rekindled an old alliance with Russia.

While an armed confrontation between Russia and NATO in the Balkans is unlikely, Moscow supports Belgrade’s refusal to recognize Kosovo’s sovereignty, which it declared in 2008. But without it, Serbia cannot join the European Union.

Kosovo vs. Montenegro

The two countries struck a deal on borders in 2015, but the Kosovo opposition threw a fit — and tear gas in 2016 — in the Parliament chamber, refusing to ratify it because the country had ceded territory.

The European Union, however, set the border demarcation deal with Montenegro as a condition for visa-free travel for Kosovar citizens.

Macedonia vs. Greece

Macedonia is the only former Yugoslav republic to emerge as an independent state without border disputes. But Macedonia’s neighbor, Greece, denies its very existence because it says Macedonia’s name suggests that it has territorial claims over Greece’s own northern region of the same name.

Athens has forced a working name on its neighbor — the Former Yugoslav Republic of Macedonia — and has blocked it from joining any European Union or NATO institution unless it changes its name.
